Note: this document consists of two sections: Section I, which follows, is public and Section II, dealing with internal administration, is private.


Section I

Preamble (Objectives and Mission Statement)
The company is a non-governmental organization with the multiple mission of conducting research in non-residential education, developing and disseminating educational programs via wholly owned subsidiary departments, engaging in advocacy activities and developing quality assurance programs, with a focus on developing new educational paradigms for the 21st Century with particular emphasis on South Asian and Pacific Basin countries, but not limited in its international operations.

International Character
As a truly international educational outreach institution, the Founder, Directors, Faculty and Agents of UCI and its subsidiaries may reside anywhere in the world and educational programs may be offered in any venue where allowed by law.  All UCI schools offer degree programs at a distance.  Generally, classroom attendance is not required for international programs. However, from time to time, classes may be offered locally using hired facilities and teaching staff, for which attendance is required.

Institutional Standards & Values
UCI is committed to the effective delivery of degree programs that satisfy student needs.  Personalized attention, service and affordable costs are hallmarks of UCI and its educational subsidiaries, as are transparency and the highest ethical standards.  UCI endorse and informally subscribe to the principles espoused by HaBAS.  Electronic media are the preferred mode of communication but all essential documents shall be properly archived in an accessible manner.  Post is used for privacy and official purposes.

Constituent Entities
UCI has three educational divisions, legally established as subsidiaries by Board Resolution.  They are: Weston Reserve University, McQueen’s University of Technology, and Armstrong-Clark University.  While The Alternative Medicines Research Institute, (AMRI) has a separately incorporated parent entity, its educational programs are administered through UCI by agreement

Educational Program Structure and Administration
UCI is the administrative center for all academic programs offered by subsidiary schools.  The President, Provost and Director of Educational Programs oversee administrative functions with the assistance of a Registrar and staff.  Tuition fees shall be all inclusive and set by the Board from time to time.  The Board may authorize a limited number of scholarships annually for deserving individuals in form of partial reductions of published tuition fees. Operating Authority
The private, independent educational subsidiaries of UCI are legally established and empowered by virtue of UCI corporate objectives to offer degrees at all levels by distance education.  Additional, external operating authority for the four schools derives from a Royal Charter from Kuwait.  The member schools of UCI also hold a Parliamentary Charter from the International States Parliament for Safety and Peace.  This charter is valid in all countries that recognize the Parliament.

Degree Programs, General Academic Criteria
UCI degree programs, including tutoring and reading lists, are customized to the individual’s needs and wants, within the high standards set by the founders.  There are no course lists or syllabi; the field of study is worked out between the school and the candidate and usually relates to the candidate’s primary area of prior experiential learning or study.  The four component schools of UCI offer degrees in many fields with exception of allopathic medicine and law. See the respective school links for specialties of each institution.  The principles and practices outlined herein apply equally and fully to all educational subsidiaries.

UCI schools offer several options for earning a degree.

Ordinary Program
Candidates for the Bachelor degree must be mature persons of at least 23 years, preferably with some work, travel and / or military experience. Credit for prior learning, from both formal classes and independent studies that can be documented, is accepted toward the total credits needed for the Bachelor degree.  Candidates may submit validated transcripts from other recognized schools and / or a portfolio following guidelines set by the University.  As much as 80% of the total 120 credits needed may be earned in this way.  The remaining credits are earned by the creation of a project acceptable to the University.  The project should represent new work and, if written, must follow the form specified by the University.  In some cases, a candidate seeking to change his or her profession may lack some of the 80% of credits from prior learning that are applicable to the new major.  These shortages may be remedied by completing work assigned by a faculty mentor.

Extraordinary Programs
As is the case at other leading institutions, degrees may also be earned from Consortium schools by thesis including viva voce defense and by publication, especially at the Masters and Doctoral levels.  Contact the school of your choice for details. Lastly, following well-established tradition, the Universities will confer the Doctor of Letters (D. Litt) to deserving individuals in recognition of outstanding lifetime achievement.  UCI considers such awards to be earned degrees, not h.c.  Needless to say, these awards are uncommon.

Degree Program Duration
The minimum time for earning a degree at any level is 16 weeks. Sufficient time must be allowed for any review of portfolios by the school and for completion of written work.  No UCI institution will award “instant degrees” under any circumstances.  All candidates sign an enrollment agreement or learning contract defining the obligations of the student and the school.  All conditions must be satisfied before any degree is awarded.  Enrollment may take place at any time.

Grading or Marking; Honors
The schools of UCI use a simplified common system. 0 to 69% = fail but able to repeat; 70 to 89%=pass; 90 to 100% pass with honors.  There is only one honors designation, which may be rendered as Cum Laude or simply “honors”.

Program Fees
Current information is posted at the websites of the respective schools and the portal website of UCI found at www.universityconsortium.org.  The Board has determined that fees charged for non-traditional, non-academic programs and degrees may be lower than those set for academic awards, including the PhD.

Diplomas and Transcripts
One diploma is provided to each graduate upon satisfaction of all requirements.  One transcript is also provided, which may take traditional or non-traditional format as the candidate chooses.  Contact the registrar for details of the optional Apostille from The Hague.

Faculty
The faculty of UCI educational branches are selected for their academic knowledge, practical experience and teaching proficiency.  With the exception of certain administrators who may also teach, all listed faculty are independent contractors or consultants who are on call to serve as mentors, readers or supervisors of student directed learning programs.

Conclusion
The general precepts set forth in this document may be supplemented with specific written guidelines as needed. In keeping with UCI focus on practicality, transparency and clarity simplicity and brevity are mandated.  Utilization of electronic media is encouraged.  The internal operational and fiscal aspects of this document are not to be publicly disclosed. Only those standards and practices relevant to candidates or agent’s needs for information are to be published.
